He thinks getting hit is hilarious? The hit doesn't work. He finds the idea of surviving a lethal attack amusing? He survives. The power ceiling is effectively infinite because it's limited only by Takaba's sense of humor rather than his cursed energy.
The critical detail is that Takaba has no idea his technique works this way. He thinks he's an unlucky comedian who can't catch a break. His power activates entirely through subconscious emotional responses, if he ever became aware of what he could do and tried to use it deliberately, the self-awareness would probably ruin the genuine emotional reactions that fuel it.
Usage in combat
Hazenoki hit Takaba with explosive teeth during the Culling Game. Takaba walked it off because, on some level, getting attacked by a guy with bomb teeth was too absurd not to laugh at. He didn't dodge or block, reality just decided the attack didn't do what it was supposed to.
