It's an environment that reflects what Jogo is: a cursed spirit born from the primal human terror of eruptions and magma.
The domain's sure-hit channels all that volcanic fury directly into the target. Combined with the environmental damage, it creates a kill box where survival requires either overwhelming the domain with a stronger one or having the raw cursed energy to endure conditions that would melt steel.
Usage in combat
Jogo was confident enough in this domain to use it against Gojo: the one person he absolutely should not have challenged. Gojo responded by expanding

Against anyone below special grade, expanding this domain is essentially a guaranteed kill. Jogo's problem was never that his domain was weak. It was that he kept picking fights with the two strongest beings in jujutsu history.
